Prepping for a tsunami (Part 4): Vertical evacuation

If you can’t reach high ground in time, you go up, into a tsunami evacuation structure, a tall reinforced building, or even a sturdy tree. Vertical evacuation is the last-resort strategy that saves lives when the water is already coming.

⚠️ The “Inland Only” assumption. People think evacuation only means running inland. But in a flat coastal community, inland may be miles away, too far to reach in time. Vertical evacuation is the answer when horizontal evacuation is impossible.

The Readiness Audit

Do you know where you’d go up if you couldn’t reach high ground?

  • 🟢 Green: You’ve identified a designated tsunami evacuation structure or a tall reinforced building near you, and you know how to reach its upper floors.
  • 🟡 Yellow: You know vertical evacuation exists, but you’ve never identified a specific building.
  • 🔴 Red: You live in a flat coastal area and have no plan for when the water comes.

If you are Yellow or Red, execute Phase 1 immediately.


Phase 1: The Concept (When to Go Up)

Goal: Understand when vertical evacuation is the right call.

  • The Trigger: You can’t reach high ground (100 feet up or 2 miles inland) in the time you have. The water is coming, and running inland isn’t an option.
  • The Answer: Go up. Climb into a tall, reinforced structure and get as high as possible.
  • The Principle: Every foot of elevation above the wave is a foot of survival. A tsunami’s destructive power is at ground level, the higher you are, the safer you are.

The Takeaway: When you can’t outrun the water, you out-climb it.


Phase 2: The Structures (What to Climb)

Goal: Know which structures are safe.

  • The Best: A designated tsunami evacuation structure, a purpose-built tower or building engineered to withstand the wave. Many coastal communities have these, know where yours is.
  • The Good: A tall, reinforced concrete or steel building, at least 3-4 stories. Climb to the highest floor, ideally the roof.
  • The Caution: Wood-frame buildings may not survive a large tsunami. Prefer concrete and steel.
  • The Last Resort: A tall, sturdy tree. Climb as high as you safely can. It’s far from ideal, but it has saved lives.

The Takeaway: Concrete and steel beat wood. A designated structure beats an improvised one. A tree beats nothing.


Phase 3: The Climb (What to Do)

Goal: Execute the vertical evacuation correctly.

  • The Route: Know the stairs, not the elevator. Power will fail, and elevators become traps.
  • The Height: Go to the highest accessible floor, ideally the roof. Do not stop at the second floor if you can reach the fifth.
  • The Wait: Stay put for hours. The tsunami is a series of waves, and the first is rarely the largest.
  • The Signal: If you’re trapped, use a whistle or signal for rescuers.

The Takeaway: Climb high, climb fast, and stay put until the all-clear.


Phase 4: The Pre-Plan (Do It Now)

Goal: Identify your vertical evacuation option before you need it.

  • The Survey: Walk your neighborhood and identify the tallest reinforced buildings. Note which have accessible stairs and roofs.
  • The Structure: Check if your community has a designated tsunami evacuation structure, and learn its location.
  • The Route: Map the fastest route from your home to your vertical evacuation option.
  • The Drill: Practice the route, and time it.

The Takeaway: A vertical evacuation plan you’ve made in advance is a plan you can execute in minutes. An improvised one is a gamble.


The Essential Kit Checklist

  • The Structure: Identify your nearest designated tsunami evacuation structure or tall reinforced building.
  • The Route: Map and walk the route to it.
  • The Stairs: Confirm the building has accessible stairs (not just elevators).
  • The Whistle: Keep a whistle in your go-bag to signal rescuers.
  • The Drill: Practice the vertical evacuation route and time it.

Scenario Planner (Contingencies)

“The only tall building near me is a wood-frame hotel.” The trap: assuming any tall building is safe. The fix: prefer concrete and steel, but if a wood-frame building is all you have, it’s still better than ground level. Climb to the highest floor and get to the side of the building facing away from the ocean.

“I’m on the beach and the water is already coming.” The trap: freezing in panic. The fix: run inland and uphill as fast as you can, and if you can’t outrun it, climb the tallest, sturdiest thing you can reach, a building, a tree, anything that gets you above the water. Every foot of elevation is a foot of survival.
